all my paused torrents automatically start when I restart

I just recently downloaded and installed the recent Qbittorrent (2.9.7) . All my paused torrents automatically start when I restart the program - I have about 15-20 torrents paused.

I have changed the following settings:
-action on double click: no action
-display torrent content and some options
-do not start the download automatically
-keep incomplete torrents in...
