Download speed limited to 30 kbps.

I once limited the download speed in bitorrent downloader to 30 kbps. Now i cannot fully remove the bitorrent downloader and my speed is limited to 30 kbps.

I am using torrent download through qbitorrent.

I removed the Program after deleting some files.. now its working fine..
