If you look at https://launchpad.net/ubuntu/+source/qantenna you see that a qantenna package exists only for Ubuntu 12.04 and 14.04.

The publication history states:
(From Debian) ROM; Depends on unmaintained RC buggy package, low popcon; Debian bug https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=763093

The "unmaintained RC buggy package" dependency probably refers to necpp, with a note in its publication history:
(From Debian) RoQA; RC buggy, dead upstream, maintainer possibly MIA; Debian bug https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=763120

Also necpp is only available for Ubutnu 12.04 and 14.04
