Is this package mantained?

This package in ubuntu keeps a version 0.9.9 but the upstream has released several newer versions over the last years, being 2.6.1 the last (IIRC).

So... is there any known reason for keeping this package in such an old version?

Ubuntu is taking over packages from Debian to avoid double packaging work. If you look at https://packages.debian.org/search?keywords=qalculate you can see, that Debian has already started with the 2.2.1 version in its "experimental" branch.
I assume that after a reasonable amount of testing and verification such version will reach Debian unstable or testing, and only this is the moment that Ubuntu will consider also upgrading to the newer version.

There is a bug report in the bug tracker of Debian requesting an upgrade in Debian to version 2.4, and even this task has not yet been begun. So I do not know whether Debian will upgrade to 2.6.1 soon.

You can create a bug report to signal the availability of a newer version to the developers. Maybe this speeds up the process.
