I do not expect that there will be any version upgrade to python 3.8 in disco.
Ubuntu eoan (currently in development for publication in October) currently contains 3.8.0~b2-5ubuntu1
If you urgently need the "b" version, you could try installing the version for bionic that is available in a PPA (I have not tested whether this would be possible).
