this package is old. Could you please update it to the current version 0.10.0?

Ubuntu zesty already has python-pyqtgraph version 0.10.0-1

Ubuntu is no rolling release. Packages usually stay at the version that was the current one when a certain Ubuntu release was published. Newer versions are only provided with newer Ubuntu releases.

Only If there are significant improvements and/or bug fixes with a newer version of a certain software package, then the package might be updated also in older Ubuntu releases.

You can:
1. Check whether a PPA already provides a package with the version that you want for the Ubuntu release that you are using (see https://launchpad.net/ubuntu/+ppas?name_filter=python-pyqtgraph for potential candidates)
2. Create a bug report to request a SRU or backport for the older Ubuntu release that you are using
3. build an updated package locally on your system.
4. create a PPA of your own with such version
