Can we get a new precise(-update) package?

A lot of the programatic interfaces have changed since April 2012. For comparison there have been 2 major releases of the nova libraries since then. Can we get an updated version?

Because the LTS concentrates on stability and rarely upgrades. This is to provide a rock solid OS with packages known to work and work well. If there is a significant security or bug fix in Precise it will be updated sooner but it will not get updated just because newer is out. Thats not how Ubuntu is packaged, especially in the LTS.
