If you report a bug stating the security and bug fixes then the package may be updated sooner. Ubuntu rarely keeps up to the latest version of packages. It champions stability over all else (especially in the LTS releases) as it is aimed at newcomers to Linux.

If the gains are slight then the package will not be updated and other packages will be attended instead

In the development release Ubuntu 16.04 (to be published in April next year) there is already the version 5.5.1+dfsg-3ubuntu2 of pyqt5. So the future release will provide the version you are looking for.

And for older Ubuntu releases: The release strategy of Ubuntu is to keep published programs on their initial version and to do just bug fixing. Only in specific circumstances the packages will be upgraded do higher versions.

Only if the changes or bug fixes with the new version are big enough to justify a SRU, this might lead to an upgrade (as actionparsnip has already explained).

There are also other possibilities:
1. Maybe someone has provided such version in a PPA
2. You can try creating a PPA with such version yourself
3. You can build the package from the new source on your own system
4. A backport of the newest version for Xenial to older Ubuntu releases might be done, see https://help.ubuntu.com/community/UbuntuBackports
