Is there a way to make PulseAudio remember the volume at shutdown when it reboots?

When I reboot my computer, the volume is at 100%. When logging on, the start-up sounds play very loudly. I have to turn the volume down manually every time I switch on the computer, but can only do this after I have logged on.
