Upgrade 16.10 to PulseAudio 9

According to this post - https://bugs.freedesktop.org/show_bug.cgi?id=93946 - PulseAudio 8 introduced a regression with the setting "load-module module-switch-on-port-available". This setting may cause the resetting of an HDMI audio output to another (usually default analog) setting. This issue was addressed in PulseAudio 9.

Is there any discussion about incorporating PulseAudio v9 into 16.10 or at least applying the patch referenced in the above post into PA v8 for 16.10 (and preferably, in my case, for 16.04 as well)?
