CPU Stepping Up For No Apparent Reason, Bug?

Hi,

After I (stupidly) upgraded to Maverick I noticed that my CPU was stepping up a lot, even when not under load. I then noticed that powernowd wasn't running, apparently due to Bug 153186. My question is whether my problem is that powernowd is not starting, or if my problem is actually that the kernel isn't stepping down aggressively enough and if so should I report this as a bug or is it something I can configure?

I'm experiencing the same issue. CPU usage became high after I updated the kernel to version 2.6.35-6. Maybe the problem is in the kernel, or is the mix of a buggy kernel and an alpha release of Ubuntu.
