According to package content list it should be here:

/usr/lib/postgresql/8.1/bin/

Can you check if it is there?

You need to install (and configure) postgresql-server
Open a Terminal from the menu Applications->Accessories->Terminal and type:

sudo apt-get update
sudo apt-get install postgresql

give your user password when requested, you don't see nothing when you type it, then press enter.

Strange, why the answer goes on this already solved question...

Hope this helps
