I got exactly the same problem in 10.4. Had to remove postfix-policyd from main.cf to get postfix working.

Sep 5 14:01:01 l33t CRON[28507]: (policyd) CMD (/usr/lib/postfix-policyd/cleanup -c /etc/postfix-policyd.conf)
Sep 5 14:01:01 l33t cleanup: fatal: didn't find priority 'LOG_IFOO', exiting

After implementing this fix there are still something not working as it should. I believe there must be a typo somewhere, but I can't grep it in my system.

It works when e.g. changing SYSLOG_FACILITY to "LOG_MAIL | LOG_ERR"

Yes it works, but there is still another error message regarding 'LOG_IFOO' in the syslog.

Work for me:
Remove spaces on SYSLOG_FACILITY="LOG_MAIL | LOG_INFO"
from /etc/postfix-policyd.conf
