In keyboard shortcuts: "Ctrl+?" is mean "Ctrl+Shift+?"

I trying launch Keyboard Shortcut menu.
If I just press "Ctrl+?" then program do nothing.
And yes after I am tried "Ctrl+Shift+?" - Keyboard Shortcut menu work.
As intended?

How do you create a question mark (in a text editor)? With or without the "shift" key?

If you have to press the shift key for a question mark, then you also have to additionally press the shift key for "ctrl+?".

I do not know for sure what characters you create by the key that creates the question mark (with shift), perhaps "/".
In that case pressing ctrl and that key produces ctrl+/ which is different from ctrl+? (which in fact is equivalent to ctrl+shift+/)

That's the same for all keys.
Don't confuse ctrl+a with ctrl+A (which is ctrl+shift+a)

OK, although in design(of popup) written "ctrl+A" - this is not work with "shift".
