Make new message pop up as the focus window

I'm running Pidgin 2.6.1 on ubuntu 9.04.

I often have many different windows open at once and will miss pidgin messages when they come in. Is there some way to make that window a focus or to cause the some sort of alert for a new message ... other than sound?

On the main pidgin window press CTRL+U to bring up the plugins window, you can then activate Libnotify popups

CTRL+U does indeed bring up the plugins window and I see several plugins available, however, Libnotify is not one of them. What am I doing wrong or have missing?

apt-cache search libnotify

Install whatever looks right
