If you report a bug and the security and bug fixes are significant then the package will be updated sooner rather than later.

Ubuntu is not a rolling release distribution and packages can get left in favour of stability. This is especially true in the LTS releases.

There may be a PPA here on Launchpad.net but these come with the usual caveats of a PPA. Remember to filter the PPA for your release of Ubuntu as not all PPAs support all releases
https://launchpad.net/ubuntu/+ppas?name_filter=pidgin

You can start the process of logging a bug with:
ubuntu-bug pidgin

You have to be aware that Ubuntu copies packages from Debian, and also in Debian there is only version 2.13.0 so far.

First step to get pidgin 2.14.1 into Ubuntu is creating a bug report in Debian, that they upgrade their packages (if such bug report does not yet exist).
When creating a bug report for Ubuntu a reference to the related Debian bug should be provided.

Can you help with this problem?
