How is focus configured with pidgin 2.2.1 for new incoming chats?

With pidgin 2.2.1 on ubuntu 7.10 64 bit, how do I adjust the way focus is handled? I'd like the chat window to come to the front of all of the open windows, either when a new conversation begins or when the next message is received by an active conversation, but I do NOT want that same pidgin window to automatically grab focus.

It pops up by default but you cant adjust the focus to not automatically grab focus.
