How can I contribute to libnotify?

I'd like to contribute a patch to libnotify. It looks like the upstream project looks pretty quiet (assuming gaim-libnotify is the upstream package), and I don't see much activity on Launchpad.

How do I go about contributing?

Are you suggesting that I should attach a patch, sign up as a reviewer of my own patch, then forward my patch upstream? If so, that doesn't solve the problem: the upstream project doesn't appear to be active, otherwise I'd just deliver it there.

Was meant as showing the procedure.
Lets say there is a bug, add the patch, patch gets reviewed.
