I feel like vinc-q and Ondrej actually agree with each other but don't realize it...
For what it's worth, I agree that Ubuntu should have PHP7, but we don't need two PHP packages. There aren't enough BC breaks to warrant it. Like Ondrej said, you can stick to older Ubuntu releases or build from source if you need <7.
