date.timezone="America/Montreal" should work with latest tzdata

tzdata update from last month introduced changes (reflecting iana upstream) such as America/Montreal being removed from file and added it as a link to America/Toronto.

Meaning America/Montreal should still work and you can even see it in /usr/share/zoneinfo/America/Montreal. (and on php supported timezones)

But, If you run DateTimeZone::listIdentifiers( ), it's not there anymore..

Shouldn't it be there?
