Ubuntu is copying packages from Debian, and also Debian has not packaged the new version yet, see https://tracker.debian.org/pkg/php-memcached

If Debian create a package with the new version and when that version has proven to be stable enough, then Ubuntu will take it over into its development release (currently 22.10).
For the possibilities to bring a new version into an older Ubuntu release, see the FAQ linked above.

There may also be PPAs, see https://launchpad.net/ubuntu/+ppas?name_filter=php-memcached for a list of potential candidates.

PPAs : The contents of Personal Package Archives are not checked or monitored. You install software from them at your own risk.

Can you help with this problem?
