Why isn't the latest upstream photocollage version available in Ubuntu?

There is a newer upstream photocollage version available in github: https://github.com/adrienverge/PhotoCollage/releases/tag/v1.4.4

Any reason why this is not included in Ubuntu?

Additionally you have to be aware that Ubuntu is copying packages from Debian (to avoid double packaging work), and also Debian has only version 1.4.3 in its repositories, see http://packages.debian.org/photocollage

To trigger the update to a higher version of photocollage in Ubuntu you are invited to create a bug report in the Ubuntu bug tracker, but you should consider also adding a bug report in the Debian bug tracker that they act first.
