PowerDNS Authoritative Server 4.0.0 and Recursor 4.0.0 were released on 11 July 2016:

The version currently available from the trusty repository is 3.5.3-1:

http://packages.ubuntu.com/trusty/pdns-recursor

Are there any plans to release a 4.0.X version of pdns-recursor for trusty?

Ubuntu is not a rolling release so packages are not updated when a new release of a package comes out.

If you report a bug and state the bug and security fixes, if they are significant then the package will be updated sooner rather than later. If the gains are only slight then the package will be left and packages with issues will be attended first.
