Why is pcsc-lite package not updated to 1.8 in precise?

Current version of pcsc-lite is 1.8.3

In Precise we have a version of 1.7.4 which is from 23.06.2011 16:18, quite old.
I need a current pcsc-lite for using my feitian PKI token, see here:

Can it be updated for 12.04 LTS? ( I guess not because of feature freeze? )
