Login fails with PAM runtime directory not found error

In the Ubuntu server 12.04, the /var/run/sshd directory gets deleted automatically and subsequently all login attempts fail. In the auth.log, I find that the PAM log messages which says runtime directory is not found. If I create the sshd directory is created through the server console, then login starts working. Is there a known bug where the sshd directory gets deleted.

What causes it to be deleted? Is it after a reboot, or something like a login?
