Sound issues with ubuntu 9.04

My sound card works fine. However when I run Orca screen reading software for ubuntu. It skips and studders and I miss a lot of what is being said. Also does ubuntu support USB sound systems and how do I switch between those two different sound drivers

That's a bug in Orca. You can create a bug report for that and it will be looked into.

Ubuntu does support USB sound systems. You can control the default output via System -> Preferences -> Sound ("gnome-volume-control-settings")
