I found a great voice on Cepstral website how would I go about putting a voice from there, into orca and getting it to work?

According to: http://live.gnome.org/Orca/GnomeSpeech

If you run Debian or Ubuntu, you just buy and install a voice,
apt-get install gnome-speech-swift, switch Orca to use your new
voice, and enjoy.

Cepstral Swift is supported with speech-dispatcher using the
generic module. You can get a swift-generic.conf file from:
http://hittsjunk.net/swift-generic.conf

If the file isn't in $HOME then you will need to change directory to where you stored it

Then you need to run:

cd ~/Desktop

first. You ran the command in ~ which is NOT where the file is
