Dependency on "initscripts" package in Ubuntu 16.04 package?

We (the OpenVPN project) create our own OpenVPN packages based on latest OpenVPN versions. Our Ubuntu 16.04 package reuse the Debian packaging files from your Ubuntu 16.04 package.
We got a report from a user that our 16.04 package does not work on 16.10 because it depends on "initscripts" package, which is no longer available on Ubuntu 16.10. In your 16.10 package that dependency is gone.
Do you think it would be safe to remove the "initscripts" dependency from the 16.04 package, or would that break things?
