Ubuntu 18.04: are patches for #1246 and #1247 integrated in 0.17.0-3?
The Ubuntu 18.04 LTS contains the opensc-0.17.0-3.
Both of them are related with the DNIe support and RSA keys with 1920 bits.
With the opensc-0.17.0-3 I can authenticate succesful, but I can not sign files because of the 1920bits bug.
So my questions are:
1. opensc-0.17.0-3 contains the patches for the issues #1246 and #1247?
2. If the answer is no, is it planned to update the opensc version for Ubuntu 18.04?

I doubt that the patches for these two issues have been incorporated into opensc 0.17.0-3 for bionic. The software in Ubuntu 18.04 is from 24 Feb 2018, but according to the discussion in github.com/OpenSC the patch was prepared only on 25 Feb 2018.
If that fix has not been made up to now, then I assume that here is no plan to do it in future.
I suggest that you create bug report to make the developers in Ubuntu aware of the problem.
A version of opensc with that fix is provided if you upgrade to Ubuntu 19.04.
If you need a quick workaround on Ubuntu 18.04, you can install a version of opensc from a PPA, e.g. https:/

There are already two bug reports requesting an upgrade of opensc on Ubuntu to 0.18 for different reasons, Bug #1796184 and Bug #1734594
