This means openoffice.org2 is an empty package that will simply install the openoffice.org package. The openoffice.org2 package was probably once used to distinguish between the 1.x series and a bèta version of 2.0 or something similar. A 'dummy package' is maintained to allow upgrading the once installed package.
See for example also the packages firefox-3.0 and firefox-3.1.
