shift-ctrl-u (an underlined u will appear) and then the code 06e9, enter to insert.
Note that you must use a font for which the needed unicode character is supplied.
For instance, these are some fonts that should provide the "Arabic Place of Sajdah" (whatever that is):

In Word, you can choose your own code for a special character. Is this not possible in openoffice?
e.g. Ctrl+ - for an emdash.
