In Tools Options under Openoffice.org Writer Mail Merge Email, after setting up my information for smtp server using ssl I click test settings I am able to establish the network connection but get an error for connection to smtp server. When not using ssl the connection works.

Surely this means that your ISP doesn't require SSL for smtp connections. Or does it?

Have you looked at your ISP's instructions on how to set up your mail?

Who is your ISP? What country are you in? (If they have a site in English, I can look at their instructions.)

I am using at&t (sbcglobal.net) dsl connection and they say that ssl is required on port 465. I would prefer to use ssl.

What is the server name for SMTP that you want to use?

says:

 Change the SMTP server to smtp.att.yahoo.com.
 Check the option labeled Use an encrypted connection (SSL).
    * Change the SMTP port to 465.

These are part of the instructions for Mozilla Thunderbird, so should be OK for OOo.

So in OOo terms these instructions translate into putting smtp.att.yahoo.com in the Server name box, 465 in the Port box and checking the Use secure connection (SSL) box.

Those are the settings I have been using, it's the same info in Evolution, Outlook and Fetchmail that I am using. Its that maybe the ssl part of OpenOffice is not working

So perhaps this is a bug. I have searched the bug reports and cannot find anything similar.

Best way to report it is to use the 'Report a Problem' option in the OOo Help menu. Do include a link to this question in the report, and report the bug number here so I can follow it.

Include details of how you have used the same settings elsewhere.
