OpenOffice.org Alterned in Ubuntu

This is not a technical question. I'm just wondering WHY OpenOffice.org was altered for Ubuntu. When I installed Ubuntu 9.04, I opened an old spreadsheet file with the OpenOffice.org 3.0 preinstalled. Immediately I found a couple important differences: A cell value multiplied by another cell that is blank gives an error instead of zero. Semicolons are replaced by commas in the formula field. My document didn't work properly in the default calc, but I installed OpenOffice.org 3.1 on the same system, and it works fine now. So I'm wondering why the program was changed from what is distributed through OpenOffice?

See for instance bug #151829 . The version of OpenOffice included in Ubuntu seems to be the go-oo version, which is slightly different from OpenOffice.
