No, that is 2.4.1.
There are plenty of tutorials on how to install 3.0 on the web, for example here: http://news.softpedia.com/news/How-To-Install-OpenOffice-org-3-0-in-Ubuntu-8-10-96449.shtml

If you already downloaded a .deb file, you should be able to install it just by opening a terminal and issuing this command:
sudo dpkg -i <name of deb file>.deb

Firstly, remove the current version of OpenOffice with Synaptic.

OpenOffice should be pestering you to download 3.0.1 but if it isn't...

Download the .tar.gz from:
http://download.openoffice.org/contribute.html?download=bouncer&product%3DOpenOffice.org%26os%3Dlinuxintelwjre%26lang%3Den-US%26version%3D3.0.1

Extract the archive and use the terminal to cd to the 'DEBS' folder. Once in there run this command:
         sudo dpkg -i *.deb

The menu entries may or may not appear. If they do not, assuming you're using GNOME at this point, make new menu entries with the following commands:

/opt/openoffice.org3/program/swriter
/opt/openoffice.org3/program/simpress
/opt/openoffice.org3/program/scalc
/opt/openoffice.org3/program/sbase
/opt/openoffice.org3/program/sdraw
/opt/openoffice.org3/program/smath

Hope this helps.
