I know that I can by selecting the cells and in the print dialog select "print selection". But I would like to be able to set a print range so that I don't have to select the range every time I print the page.

Select area that you want to print, klik format in menu, choose print range > choose Define,
and you can view it in page preview by clik icon in rightside of printer icon

To set the scale, clik format in menu, choose page, clikc tab sheet, there will be option scale ...

Hope this help ^-^
