How can I block pop up tool bars?

I'm using OOO 2.4.1 and it constantly keeps popping up a Table menu bar that I don't want to see. I've checked everywhere in the options and can find no way to block this pop up menu. Is there a way to do that? If so, how? If not, is there some way to minimize the annoyance? I never use it, nor can I even figure why it is popping up. I'm in a HTML document, which apparently unknown to me is using tables. If not possible to block the pop up now, I hope that will be added to a future addition. Thanks.

Yes, HTML documents often use tables for layout.

I don't know if there's any way to turn it off, but you may find it less annoying if you dock it to one of the sides, so it's not floating about in your way.

I will accept this as a solved problem after I submit this note. It would be far superior if I had an option on the pop up menu itself to, e.g., use right click to bring up menu, or otherwise hide the menu until I need it. I hope that will become a project. In the mean time I can drag it mostly out of my way. Thanks for the feedback.
