How do I mark a document read-only in OO Text?

After a document is submitted to some external authority, I will need to review it several times and occationally go back and re-edit it. I would like to be able to mark it "read only", perhaps annotate it, but certainly not allow any changes at all to the core document unless I purposefully unset the read-only flag.

I realize I can do this through the operating system, but I'd like to keep all this information internal to the document structure.

Open Office help says:

"Select the text. Choose Insert - Section - Section, then under Write protection mark the Protect and With password check boxes. (If the section already exists: Format - Sections.) Enter and confirm a password of at least 5 characters."

The document (or section) then becomes editable only by the author or anyone who knows the password. BTW I suspect (although don't know because I haven't tried it) that this will only work if you save in OOoformat.

The best way to protect a document is to export to PDF

Or, another way is..To make a document read-only, select Tools > Options > OpenOffice.org > Security > Open this document in read-only mode..;)

This works for a section, but not for the document as a whole (which contains dozens of sections. Is there a way to do this at the document level?
