i'm trying to insert a text box over a picture

i've dragged a picture onto open office word,
and i'm trying to find a way of inserting writing over the picture
tried all ways, but can't figure out what to do?

Using the menu Insert->Frame
Please insert a Frame select a background color and or transparency to 100% into frame properties and type your text into Frame. Move the frame on the picture.

thanks it did, but now i'm great at getting a frame, but can't seem to enter the text i'd like

Sandra, please try this:
Open OpenOffice...
- Insert a frame
- Resize the frame
- click on white background of page
- click on the frame and begin to write text...
