You need to go into the "Format" -> "Characters" menu. A window will pop up, go to the second page ("Characters effects"). Select "Double" into the pull down menu under the "Underline" label.

NOTE: Menu and label names might not exact, I'm using OpenOffice with the french language pack.

HI!..THANKS!...for you 'info/input' on this matter/problem!...Have been able to access the double underline feature...just the way you have described and also by the keyboard short-cut key (ctrl+d).
But, also I was looking to add a 'toolbar' for the double underline feature just as the single underline is it!
I believe it was possible under a previous version of OpenOffice!

Yes, it's still possible. Here's what I've done to get it on my toolbar:

1- Go into the following menu: "Tools" -> "Customize..."
2- Select the "Toolbars" tab
3- Choose the "Formatting" toolbar
4- Click on the "Add..." button
5- Into the "Format" category, select the "Double Underline" command and click the "Add" button
6- Close the windows

Where you able to add the double underline icon inside your toolbar ?

HI!...Yes, after restarting OpenOffice/PC I finally got the 'double line' icon in the toolbar!....THANK YOU!
