Does calc have the facility to 'inset cut cells'?

Does calc have the facility to 'inset cut cells'?
for example I want to move say rows 169 to 183 to between rows 18 and 19 without counting the number of rows 169 to 183 occupy, inserting blank rows to that value between 18 & 19 then cutting and pasting 169 to 183.

Yes, right click, paste special, select shift cells down.

Mmm, thanks, tried this before, but 'Shift cells down' is greyed out. Am I omitting something?

ADDENDUM:
Reprise: I want to CUT the rows and INSERT the CUT CELLS: as said Paste Special is greyed out, so the above fix doesn't work ...
however
if I COPY the rows, then Paste Special is active [not much of a fix since I then need to DELETE the copied cells]
BUT
does this mean have I got some setting or other wrong?
