Updates are provided through Update-Manager via official repositories.
https://help.ubuntu.com/community/Repositories/Ubuntu

Ubuntu LTS versions usually contain only updates when there are security issues and point releases, usually they don't contain version updates.
Standard releases do get updates under different circumstances.
https://wiki.ubuntu.com/StableReleaseUpdates
https://wiki.ubuntu.com/TimeBasedReleases

e.g. Firefox received a new update policy.

openoffice isn't updated in ubuntu. you get the current version of openoffice at the time that a new version of ubuntu is released.

ver. 10.04 has OOo 3.2
ver. 10.10 has OOo 3.2.1
ver. 11.04 has OOo 3.3 I think, or Libreoffice 3.3 (not sure since 11.04 won't run on my system)

anyhoo, you can install whatever version you want manually.

which ubuntu system are you using? which openoffice version do you want to install?

I have a personal preference for Libreoffice though.
