It sounds like you have not used the function correctly.

Create a new spreadsheet, and enter in the following table in the top left

a 1
b 2
c 3

Now go elsewhere and input the following formula,
=VLOOKUP("b",A1:B3,2)

This will retrieve the value in the array A1:B3 (which contains the table above) and will look for the entry "b", and return the second column's value.
