Try this command from Terminal (assuming you are s speaker of the official hindi language):

sudo aptitude install language-pack-hi language-pack-gnome-hi language-support-fonts-hi language-support-hi language-support-input-hi openoffice.org-l10n-hi-in ttf-devanagari-fonts ttf-indic-fonts-core aspell-hi openoffice.org-help-hi-in

If you are using KDE instead of Gnome replace language-pack-gnome-hi with language-pack-kde-hi

These should install support for hindi on your Desktop Environment and OpenOffice

If you just want a Rupee symbol in English text, do this

Hold down Ctrl + Shift and type the letter u (This should give you a small underlined letter u).

Then type 20b9 and hit Return or Enter

You should then see the new Indian Rupee symbol - ₹.

The method I gave you for the new Indian Rupee symbol works for me in OpenOffice.org, the text editor (gedit) and on this web page.

You should see it here: ₹

I have Ubuntu 10.10 with OpenOffice.org 3.2.1. If you are using earlier versions you may not get the new Indian Rupee symbol as it has only just been included in Unicode version 6.
