Linux doesn't use ASCII, but UTF-8, so the alt+<number> does not work.
Use Applications -> Accessories - > Character map.

Hi

Do you mean you want to write characters that are not on the keyboard? To do this using Unicode, press Ctrl-Shift-u, release and key in the 4 character Unicode, then press Return. E.g the Greek letter Σ is Unicode 03A3

You can find the Unicode codes using Applications > Accessories > Character Map.
