According to Wikipedia (http://en.wikipedia.org/wiki/Indian_rupee_sign) the new rupee sign has been assigned to Unicode symbol 20B9 (₹). Whether it renders correctly or not is a matter of having the correct font installed on your system as mentioned in that Wikipedia article. Apparently, it has been implemented in Kubuntu, but I not in Ubuntu 10.10.

A comment there suggests that the new symbol U+20B9 is in Unicode ver 6.0 which is still in draft and that is why it is not yet implemented.

It seems that for now you will have to continue to use U+20A8 (₨).
