You can install scim and scim-tables-additional from synaptic and can type in indian languages not only in open office but in all softwares. You can switch between local language and english. After installation go to

system > preferences > scim

in the panel menu set "show toolbar" to always and then u can get a toolbar to switch between english and other languages. You might need to install ttf gujarati as well.

Thanks. Installed scim & ttf gujarati fonts. Now is there any way for keyboard short cut for special characters (like windows - Alt+0147 etc.)?

Press Ctrl-Shift-U, key in the Unicode number (which you can look up in Applications > Accessories > Character Map) and press Enter.
