Why isn't SunEC bundled in this package?

I can see SunEC provider isn't bundled with this package and NSS used to provide EC support, why?

This doesn't seem to be a bug, but a design decision based on some policy or legal matter, I just want to be pointed to the place with the explanation, the same thing has been done in Fedora project, you can see https://bugzilla.redhat.com/show_bug.cgi?id=1167153#c26.
