opencv for noble WITH_IPP=ON

According to the debian rules for the noble opencv package IPP is currently not enabled (http://archive.ubuntu.com/ubuntu/pool/universe/o/opencv/opencv_4.6.0+dfsg-13build5.debian.tar.xz)

For many algorithms, e.g. cv::matchTemplate() IPP increases the performance significantly.

Any chance to get WITH_IPP=ON set for the noble package?

I suggest that you create a bug report, stating the benefits (and potential disadvantages) of such change.

In addition you have to be aware that Ubuntu is copying packages from Debian (to avoid double packaging work), and also in Debian there is the setting "-DWITH_IPP=OFF". So it would be good to discuss that with Debian, too (e.g. by creating a bug report also in Debian's bug tracking system).

(Remark: The newest version opencv 4.9.0 has not yet been packaged in Debian; eventually the IPP change could be introduced with the new version.)
