I want to install this theme, But I can't it.

The window manager is called openbox. The menu isn't exactly in the wallpaper it's accessible by right-clicking the background. You get openbox by typing this into a terminal:
sudo apt-get install openbox

There are many other window managers that are like openbox like fluxbox and blackbox too.
