libarpack2 installation failure

I tried to install Octave but it failed on the libarpack2. However, when I tried to install libarpack2 before install octave I got this:
The following packages have unmet dependencies:
 libarpack2 : Depends: libarpack2 but it is not going to be installed
E: Unable to correct problems, you have held broken packages.

Digging deeper, I noticed when I tried to to install libarpack++2-dev, it required the removal of openmpi-1.6. But, the installation of libarpack++2-dev failed. So, I completely removed openmpi-1.6 and was able to successfully install libarpack2.

The error message for libarpack2 gives no hint that openmpi is preventing installation. I just wanted to suggest that the failure be made more clearly.
